Carla Slappy Executive Lieutenant Broward Sheriff’s Office Department of Detention Carla Slappy currently holds the position of Executive Lieutenant at the Broward Sheriff's Office, Department of Detention, Central Intake Bureau. She began her career in 2004 as a Detention Deputy, where she ensured the safety and security of inmates in housing areas ranging from minimum to maximum custody levels. She later transitioned to Central Intake where she processed arrestees. In 2013, Carla was promoted to Sergeant, a role that ignited her passion for training. In 2015, after receiving her certification for general instructor, she was given the opportunity to develop a 4-hour course aimed at newly promoted Sergeants in Detention. The course focused on the expectations of first-line supervisors, including report writing techniques, employee engagement, scenario-based training, commonly used forms, and the overall transition to a leadership role. To date, Executive Lieutenant Slappy has trained over 100 Sergeants, and the course has expanded into an 8-hour session.

She has also completed extensive training courses such as Report Writing, Handling Difficult People, Women in Leadership, Advanced Strategies for Women in Leadership, Verbal Defense, Leadership Coaching, Stress Management, Internal Affairs Policies, The Leader’s Role as Coach, Finding the Leader in You, Criminal Law, and Crisis Intervention Training. In 2018, Carla was promoted to Lieutenant, where she was responsible for managing daily shift operations and supervising 11 Sergeants and nearly 80 Detention Deputies and Technicians. She successfully completed additional training courses, including Line Supervision, Middle Management, FBI LEEDA, Police Executive Development. Correctional Leadership Development.

In 2022, Carla Slappy earned the rank of Executive Lieutenant in Central Intake Bureau, where she assists in overseeing the processing of arrestees, including booking, releasing, hospital transfers, and countywide transportation. That same year, she launched the "Caught Doing Good" initiative, allowing staff to recognize and celebrate their peers for outstanding actions at monthly meetings. In 2023, she also established the "Planning With A Purpose" committee, which is composed of Department of Detention personnel and aims to plan events and activities to boost staff morale, teamwork, and camaraderie. This initiative provides a platform for staff to interact with one another and engage with command. To date, the committee has hosted 2 successful skate nights, a kickball season bringing together staff and families and 2 exciting Sneaker Balls. She has organized monetary collections exceeding $1,000 from her Detention peers to support two local schools during the Christmas holiday. In August 2024, Executive Lieutenant Slappy was invited to the Fort Lauderdale Police Department to present the process and procedures of Central Intake with 49 Field Training Officers. This platform allowed officers to foster an understanding of the operations of the intake process and gain an insight of corrections officer daily routines. In October of 2024, she completed a seven-month course, Correctional Leadership Development, in collaboration with the Miami-Dade Corrections and Rehabilitation Department. She is on track to complete her Associate’s degree in Business Management in February 2024 and plans to pursue a Bachelor’s degree in Organizational Leadership in the near future. With over 20 years of experience in the corrections field, Executive Lieutenant Carla Slappy work ethic embodies her core values of teamwork, accountability, respect, professional development, and leadership.
