Bianca Joseph, a second generation Haitian American, was born and raised in Miami, FL. Her parents instilled strict morals, ethics and values to assure she would be on the right path to success. Holding to those values instilled in her, she successfully graduated with a Master of Arts Degree in Disaster Management from Florida International University (FIU).

Bianca is currently the Deputy Commander for the Internal Affairs Section which consists of Internal Affairs, Professional Compliance and the Body Worn Camera Detail at the Miami Police Department.

In 2005, Bianca joined the Miami Police Department where she worked road patrol until she was assigned to the Criminal Investigations Division as a Domestic Violence Detective. She later joined the Economic Crimes Detail where she specialized in embezzlement cases and white-collar crimes. She also worked in the Administration Division in the Recruitment and Selections Unit as a background investigator where she conducted background investigations on potential applicants for the Department.

In October of 2013, she was promoted to the rank of Sergeant. She worked in various areas within patrol to include Overtown and Little Havana; two of the busiest and high crime areas within the City. She received several Commendations while working in these areas for her strategic efforts in reducing crime. In 2014, Bianca worked in the Communications Section (911 Operations) as a Complaint Sergeant. During her stint in this Section, she supervised over 15 civilian employees, and was responsible for notifying the executive staff on pertinent matters. Bianca ensured Emergency 911 calls were at a daily answer rate of 95% or more for the entire City.

Eager to expand her knowledge skills and abilities, Bianca transferred to the Business Management Section as the Grants Coordinator from 2015-2017. During her tenure, she coordinated, applied and managed over nine million dollars in grants for the police department, to include the Body Worn Camera Grant.

In 2017, Bianca was promoted to the rank of Lieutenant and she was assigned to the Community Relations Section. There, she gained knowledge on best community policing practices, media and community interaction. She worked closely with community groups and managed a budget of half a million dollars for programs such as the Miami Police Athletic League. Bianca has planned and coordinated several events, such as the Chief’s Community Bike Ride, Community Barbecues and Book Bag giveaways. She built stronger bonds between the community and law enforcement through various programs and events. She assisted with two of the most successful Chief Gala’s for the Miami Police Department, raising over two hundred thousand each year.

In 2020, Bianca was appointed the Neighborhood Enhancement Team (NET) Commander for the community of Overtown. Historically, Overtown is known for its high propensity of narcotics and violent crimes. However, she welcomed the challenge to lead the fight against crime. She conducted countless analysis of crime data within the community and created operational plans to support the proper deployment of resources to combat the influx of crime. This approach successfully led to a 42.9 percent reduction in crime by August 2020. In 2021, she was awarded by the International Association Chiefs of Police (IACP) 40 under 40 for her achievements accomplishments.

Lastly, Bianca is the proud parent of a beautiful daughter. The joy of motherhood has ignited a passion to make a stronger impact on the youth and underserved communities. She believes “If we positively impact our youth’s of today, we will improve our tomorrow!”
